General Antonio López de Santa Anna was president of Mexico 7 times, often by a
coup. He suspended Constitution, and disbanded Congress. Eight states opening
rebelled against him. Because he believed he was a great military leader he personally
lead his army and defeated the rebellious militia, taking 3000 prisoners. Santa Anna
allowed his army to ransack the city for forty-eight hours.

He personally led his army and killed all 187 Texan defenders at the Battle of the
Alamo (February 23 - March 6, 1836) and executed 342 captured Texans at Goliad
Massacre (March 27, 1836).
Santa Anna was eventually defeated by the soldiers of Sam Houston at the Battle of
San Jacinto (April 21, 1836.) To save his own life he signed the treaty giving away
all the land know as Texas.

Back in Mexico City, his own government declared that Santa Anna was no longer
president and the treaty thus null and void.  President Andrew Jackson in 1837 met
with Santa Anna and allowed him to live in exile in United States. But Santa Anna
always kept some control of his distant army, and hoped to be president again.

And he did become president again. He funneled government funds directly into his
own pockets, and sold more territory to the United States — Arizona, New Mexico
and California. (Gadsden Purchase).

He declared himself dictator for life with the title "Most Serene Highness".  The
Ayutla Rebellion of 1854 once again removed Santa Anna from the presidency.
Despite his generous pay-offs to the military for loyalty, by 1855 they finally
turned against him and overthrew him as president.

He fled to Cuba. As the extent of his years of corruption became known he was
tried in absentia for treason and all his estates confiscated.
He then lived in exile in the United States. In New York City he imported
"Chiclets," which started the chewing gum industry.

In 1874 he took advantage of a general amnesty and returned to Mexico. Santa Anna
died two years later, on 21 June 1876, in poverty and obscurity in Mexico City. His
last years were lonely and unhappy. Crippled and almost blind from cataracts, he
was ignored by the people of Mexican for all the land he sacrificed for his personal
gain during those seven times he was their president.

And that is why we suggest that if Mexico had the single six-year term from the
inception; Mexico might be the 3rd most prosperous country in the world if it still
had Texas, New Mexico, Arizona and California.
