Senator George Aiken, the dean of the Republicans in 1971 and
served in Congress under six Presidents, in testifying in favor of the
6-year amendment:
     "When a new President is inaugurated, he is permitted to have a
wonderful time for the first 3 months, and then the attacks begin and
grow with intensity as the time for another election draws near. He is
required to spend more time defending his programs against these
attacks, some of which may be justified, but more of which are
aimed at defeating him, should he be a candidate for reelection. The
6-year term will remove the President's worry over his own personal
political standing and allow him to make decisions free from the
temptation of political expediency.
"
     There is too much emphasis by the news media on political
motivations, almost as soon as a President first takes office. Instead, if
the party out of office and the news media could support the
President's ideas, there would be better leadership.

     The President is the only real unifying force in the nation, but
unfortunately about half of the nation can never get fully behind his
ideas, no matter how good they are, because to do so guarantees his
re-election. The foreign policy will be more convincing if the polls
showed the vast majority support the president.

     By removing the President from the exhausting ordeal of the
campaign trail, provides more energy and full attention for the
problems of running the country.  Such lack of attention would never
be tolerated in business organizations. Why tolerate it in the business
of government?
